REGULATION NUMBER FOURHC PLAYING CERTIFICATESR.4.1. Beginning with the 2010-2011 season all real time electronic submissions to the Hockey Canada Registry (HCR) must include: - Last Name - First Name - Date of Birth - Street Address - P.O. Box (if applicable) - City/Town - Postal Code - Name of Team or Club - Team Division (e.g. Initiation, Novice, Atom, Peewee, Bantam, Midget, Junior, Juvenile, Senior and Adult Recreational) - Team Category (e.g. House League, A, AA, AAA, etc.) - Role on team/Association (e.g. Player, Goaltender, Coach, Manager, Trainer, or Official) - On-ice Official (and certification, season of qualification and criminal record check) - Coach (level of coach certification, season of qualification and criminal record check) - Trainer Personnel (level, expiry date and criminal record check) - Registration date - Name of Hockey Association and/or Club name - Active Season (e.g. 2010/11) - Release status - Release date (if applicable) - Affiliate Status (if applicable) - Import Status (if applicable) - Tryout Status (if applicable) The Northern Ontario Hockey Association assures our Membership that any and all registration data gathered by the Northern Ontario Hockey Association for the purpose of the HCR will be kept in a protected and secure manner. The NOHA Members shall at all times retain ownership and control of any and all of its data in the HCR. The NOHA Members assures its Membership that any and all registration data gathered by the NOHA Member for the purpose of the HCR will be kept in a protected and secure manner. There will be no commercial use of the data by the Northern Ontario Hockey Association, Ontario Hockey Federation or Hockey Canada in any way, shape, or form, unless expressly agreed to in writing by the respective NOHA Members. To clarify, no data in the HCR will be used directly or indirectly to market and/or contact those registered within the HCR without the express written permission of the NOHA Members for each use. R.4.2. Each team accepted shall pay an annual entry fee before receiving access to the HCR for electronic registration of players. See B.1.11 for entry fee and deadline for each division and category. R.4.3. Every person who is an amateur in accordance with the NOHA’s definition thereof, and, who is not under suspension by HC or any of its branches, or by any member of the IIHF, shall be eligible for membership in a team in the NOHA. A player derives no benefit from any suspension.
R.4.4. Players shall be registered in the HCR by the local Association Registrar. All information in the HCR must be fully answered as per R.4.1. All registrants must use legal name as provided on Birth Certificate, Baptismal Certificate or other legal document. At the time of registration with their local Association, players under the age of 18 must have their registration signed by a parent or legal guardian. No contracts or agreements can be accepted. Associations must attach the players’ records to the team roster. R.4.5. HCR rosters are not valid until approved by the Executive Director of the NOHA R.4.6. In Bantam, Peewee, Atom, and Novice divisions, no team shall be permitted to register more than 19 players to an HCR roster. R.4.7. Midget and Juvenile teams may register up to 19 players at any one time and no more than 25 players during the playing season. As the 20th player is registered, one player must be released from the HCR roster. No players may be released after the deadline date of Midnight, January 10th. NOTE: The HCR roster not being more than nineteen (19) players by January 10th, will be the team’s protected roster of players. If the team does not have nineteen (19) players registered by January 10th, then they can register players up to February 10th, if they have not used the allotted 25 player registrations. NOTE: For Midget AAA teams only, twenty (20) players may be registered (including two (2) goaltenders) at any one time. As the twenty-first (21st) player is registered, one player must be released from the HCR roster. R.4.8. In Senior and Junior divisions and categories, not more than 40 player registrations may be used by any team during the course of a playing season. R.4.9. All Teams who have sent in their registration form complete with team name and contact information along with team entry and insurance fees will receive access to the HCR on May 15th. R.4.10. In Juvenile to Novice divisions, players must be registered on rosters in the HCR before any player participates in his/her team’s fourth game on any league schedule. Teams and/or Associations are to ensure that applicable releases, tryout forms, HC Appeals, Residential Move Forms, etc. are in the possession of the Team and/or Association before a player participates in his/her first league game. Also, pertinent releases, forms, appeals must be attached to the player’s record in the HCR before any player participates in his/her team’s fourth game on any league schedule. NOTE: At the time of registering the participants’ names, addresses, birthdates on the HCR, all team managers will send a copy of their proposed registered team to their District Council Director. R.4.l1. Every player competing in Senior and Junior games provided by the NOHA shall be a member of a team which is a member of the NOHA and shall, prior to competing in any NOHA scheduled league or play-off games, be on an approved roster in the HCR for the current season. R.4.12. It is the team manager's responsibility to check age proofs before submitting them to the NOHA Executive Director. Players overage, accidentally or otherwise, or proof of age bearing evidence of alteration, may result in disqualification of the team concerned. R.4.13. Birth Certificates, or other official document issued by the Registrar-General’s Department of the province in which he/she was born, is to be confirmed upon registration of first time registrants and confirmation must be noted in the Memo section of the player’s record in the HCR. R.4.14. The only acceptable proof of age is that issued by the Registrar-General of the province in which the player was born. In cases where it is impossible to secure this certificate, the Executive Director may, if he/she considers the supporting evidence satisfactory, accept in lieu thereof, duly certified baptismal certificates issued before the age of ten years, or the age at the date of entry into this country, as certified by the form filled in at the port of entry. R.4.15. Any management or player found guilty of allowing false information to appear on a player’s record in the HCR shall be suspended for a minimum of two years. R.4.16. Any person proven guilty of falsifying a birth certificate, or the evidence in lieu thereof, or of having had knowledge that same had been falsified, or of playing on other than his/her own birth certificate, HCR record or forging and playing under an assumed name, will be automatically suspended from playing hockey with any team in the NOHA or its affiliates for a period of not less than one (1) and not more than three (3) years from the date of his/her suspension. This penalty shall be final and there shall be no appeal. R.4.17. Any officer or executive member of a team, club or association proven guilty of having been a party to, or having had any knowledge of such falsification, shall be automatically suspended for life from playing or holding office with any team, club or association affiliated with the NOHA. R.4.18. Any registered single team in the NOHA not playing in any league, must register a minimum of twelve (12) players by January 1st of any one playing season. R.4.19. Notwithstanding any other regulation, Senior teams may register and play 25 eligible players up to January 10th. On that date, all teams must reduce their roster to 21 registered players, at least two of whom must be goalkeepers. R.4.20. Notwithstanding any other regulations, Junior teams may register, and play twenty-five (25) eligible players up to December 1st. On that date all such teams must reduce their players’ roster to twenty-five (25) roster spots, at least two of whom must be goalkeepers. On January 10th, all Junior teams must further reduce their players’ roster to twenty-three (23) players or less. If twenty-three (23) players are listed, at least two must be goalkeepers. In the Junior category registered players along with the affiliate players of that playing year will make up the team’s membership. Affiliated players will still be governed by the affiliation rules. R.4.21. Notwithstanding the special exceptions permitted in Items R.4.19. and R.4.20., teams may register only 25 players in Junior and Senior and 19 players in Minor Hockey – provided two are goalkeepers, who shall not play in any other position. Any coach who allows either of the goalkeepers to play in any position other than goal shall be automatically suspended until dealt with by the Branch Executive, when playing under the Branch. No Novice, Atom or Peewee team (other than Peewee AAA) shall be required to designate a goalkeeper. R.4.22. No player shall be registered in the HCR after February 10th in any season. Players must be added to a roster in the HCR by midnight, February 10th. Players registered must have been released by midnight, January 10th deadline or a free agent (not having been previously registered by a team) during the current season. R.4.23. No team shall take part in an NOHA game until a registered team official shall have furnished the referee with a full list of players and staff on a game sheet verified by him to be registered members of the club. An approved HCR roster must be made available prior to, or during the course of a game for all players appearing on the referee’s report. NOTE: If a team feels that they are sure a player (or players) are not registered with any one team, then they can contact the Executive Director and confirm this. If the teams are guilty of playing an unregistered player, then the points will be awarded to their opponents. R.4.24. In any game, teams must produce an approved HCR roster listing all players appearing on the game sheet if requested. This rule does not give the right to any one team to protest. R.4.25. Any manager or coach who allows a player who is not listed on the approved HCR roster or has not received NOHA authorization to take part in a game shall be reported to the President by the referee in charge and may be suspended for a period of up to one year. R.4.26. Every team shall be responsible for the eligibility of all players under its jurisdiction and for the representations made to the NOHA regarding the age of Junior and Minor players. R.4.27. Any team or club official who knowingly makes false representation to the NOHA shall be suspended for a period to be determined by the Board of Directors (See also Item R.4.16.). R.4.28. All managers, coaches, and trainers shall be subject to the discipline, supervision and control of the NOHA Board of Directors and must be listed on the approved HCR roster permitting them to be on the players’ bench during games. R.4.29. Once registered as a member of a team, a player shall remain a member of such team until he/she ceases to be a member thereof as hereinafter provided. R.4.30. When a player becomes overage for a team, the player shall be considered a member of the next team of his/her club, provided the club has a team in a higher division or category in which the player is eligible. NOTE: This regulation refers to a Club Affiliation as in Regulation Number Seven. R.4.31. If the club intends to form a team of higher category, it must notify the NOHA Executive Director by May 1st in order to protect its right to overage players. R.4.32. Players becoming overage for Midget hockey resident in a community represented by both a Junior and Juvenile team, shall have the right of choice whether they shall register with the Junior or Juvenile team until December 15th. R.4.33. A player who has been registered to play midget hockey may, at the end of his/her eligibility, or at the end of any succeeding season in age-limit hockey, if the player so desires, without release, register with a team of a higher category within the branch, but the player may only exercise this option after completing the current season and prior to registering at the commencement of the next season. If however, the player's membership during his/her midget or junior eligibility be with a club having a team in a higher category, then such a player must register with that club. R.4.34. Any player who has been registered with any affiliated minor association, upon becoming overage for minor hockey competition, shall be deemed to be the property of the club nearest to his/her residence where he/she last played minor hockey, entered in a series for which he/she is eligible to play. R.4.35. Once having elected to register in a division or sub-division, the player shall remain in that division or sub-division until he/she becomes overage or is released by that team. (An exception to this regulation is granted to Minor Hockey in Item R.6.4.) R.4.36. Except as otherwise specifically provided, no player shall be registered with or compete for more than one team in one season. R.4.37. Any player whose name appears in the referee's report shall be deemed to be a member of the team and shall be ineligible to register with any other team during the current season, unless properly released. R.4.38. Players from a lower division and/or category affiliated team advancing to the higher division and/or category team are not required to sign certificates with the team of the higher division and/or category team but remain members of the lower division and/or category team. Such players are not numbered among the higher division and/or category team’s list of registered players. R.4.39. All teams must submit their Protective Lists on the dates indicated in Items R.4.19 and R.4.20 to the Executive Director. Any team failing to abide by this regulation shall be declared ineligible for further competition until provisions are met, and, provided further that non-compliance shall result in all players being declared released from membership with the team (free agents). R.4.40. All teams in the NOHA Senior A, Junior A, Junior B or any league will submit their respective protective list on the dates specified in Item R.4.39. to each member of its own league. This would include the names of any affiliated players as well. R.4.41. Any team which registers 21 players in Junior, or 21 players in Senior by January 10th, shall lose title to other players on its list of registrations in the previous season. R.4.42. Any team official who takes ineligible player(s) to play a game, exhibition game or tournament will be suspended immediately pending a hearing. R.4.43. - Deleted - May 2011 R.4.44. - An Association, on behalf of their registered player, may submit a request to their local league to have a player participate in a lower age division in house league games only. Requests, to the league, will not be permitted beyond January 1. The player will be permitted to play in a lower age division under the following conditions: - The majority of the league board members must vote in favour of the player participating in the lower age division. - This is only permitted for house league players only. Rep players would not be permitted to play down an age category. - The player is only permitted to move down one age division (e.g. player is Peewee age, therefore, the player can only move down to the Atom age division). - The player must not be considered a strong player on the team that he/she is going to be playing with. - Players are not permitted to move down a category so that it provides enough players to create a team. Player movement is only permitted if it provides a benefit to the individual player. - The name(s) and player number(s) of all overage players must be distributed to all associations that are participating in the league. The League reserves the right to move any player back up to their proper age category at any time during the season.
