REGULATION NUMBER NINE

NOHA PLAY-OFFS

R.9.1. The championship of each series (all categories in each division) shall be contested for annually and decided by a series of games arranged by NOHA Board of Directors.

R.9.2.

A) In order to qualify for NOHA play-offs,  all "AAA" teams in all "AAA" divisions must play in an "AAA" NOHA league (where a properly sanctioned "AAA" league exists) of three or more teams in the same division.

B) "AAA" teams may play in a league of a higher division.

C) In all leagues in Juvenile, Midget, Bantam, Peewee, Atom & Novice, in the same category, there must be a league play-off to declare a league winner in order to compete in the NOHA play-offs, unless the league, with the approval of all teams, files its method of selecting a winner with the NOHA Executive Director.

R.9.3.

A) Participation in the Tournament of Champions is optional. Teams who want to participate must send their application and applicable fees to the NOHA Office by December 1st. Teams not wishing to participate must send a letter stating such to the NOHA Office by December 1st. If no letters are received at the NOHA Office by December 1st, then the NOHA will assume your team is participating in the Tournament of Champions and will invoice your Association accordingly. After December 1st, the NOHA will not accept any entries.

B) Where Associations have more than one (1) team per Division, they must determine which team attends the Tournament of Champions (one per Division). In any category if the Tournament of Champions requires more teams, Associations may send more than one (1) team per Division as determined by the NOHA Play-off Committee. This must be done by December 1st.

R.9.4. If an Association has been awarded to host a NOHA Tournament of Champions, they must declare, in writing, by October 1st, if they are unable to register a Team.

R.9.5.

    A)    Any team withdrawing from the Tournament of Champions after December 1st shall forfeit their monies to the NOHA.

    B)     Any team, in the opinion of the NOHA Board of Directors, which fails to fulfill its obligation in any league play-offs or NOHA Tournament of Champions during any season shall be refused entry in the NOHA for the following season and all players registered with said team shall be declared free agents. 

R.9.6. In case of failure of any team to play a return game, the defaulting team shall pay the other team such sum as may be agreed upon by the NOHA Board of Directors.

For failing to make such payment, the defaulting team shall be suspended.

R.9.9. In all NOHA group play-offs, the team with the highest number of points shall have the choice of ice for the first game and all succeeding games shall alternate, provided that in the event ice is not available and in order to expedite a series, such arrangements may be altered by mutual agreement of terms or by the Executive Director of the NOHA who may set the venue of the first game of any series on the home ice of the lower team in the final standing, but the higher standing team shall still be entitled to the odd game.

R.9.10. In any NOHA inter-group play-off where more than home-and-home games are arranged by the NOHA, the competing teams shall toss prior to the first game for the choice of ice for the third game and all succeeding games shall alternate, except where other arrangements have been agreed upon by both clubs and sanctioned by the NOHA before the series starts. In case the clubs fail to agree, the dates for any group or inter-group play-off shall be arranged by the Executive Director of the NOHA.  (Not applicable to Minor Hockey).

R.9.11. If play-off shall be decided on point basis, two points for a win and one point for a tie, a team requires eight points to win a seven-game series, six points to win a five-game series, and four points to win a three-game series. Both teams must agree to a point series in inter-group play. However, a league may decide this in group play.

R.9.12. In a point series, sudden victory overtime shall be played unless otherwise instructed by the NOHA Board of Directors.

(See Item R.9.13.).

R.9.13.

 A) All groups and inter-group play-offs where teams are tied at the end of the game, the following shall take place:

i) If the referee feels it is necessary, he may order the ice to be cleaned at the end of the three regulation periods.

ii) Teams DO NOT change ends.

iii) The puck shall be faced-off at centre ice and the play shall continue with a ten-minute sudden victory overtime period.

iv) If they are still tied, the ice is re-surfaced. Teams NOW CHANGE ENDS and play a full period in accordance with the level of hockey, ie. Novice 10 minutes, etc. (Sudden victory)

B) Any overtime period shall be considered part of the game and all unexpired penalties shall remain in force.

C) If either team declines to play in the necessary overtime period or periods, the game shall be declared a loss for that team.

NOTE: Notwithstanding the above, a league in group play-offs may request an extra game in the series, with the game being played to a finish (including overtime) provided all teams have been notified of such an arrangement prior to the start of the play-off series.

R.9.14. In a two-game total-goals-to-count series, the first game shall only be played a maximum of sixty-minutes. If at the end of sixty minutes in the second game, the round is tied, than a sudden victory ten-minute overtime period will be played. If the round is still tied, the teams, after a ten-minute intermission, will play a twenty-minute sudden death period until a goal is scored. This procedure will continue until a winner has been declared.

R.9.15. All NOHA Novice, Atom, Peewee, Bantam and Midget AA - D category play-offs will be in a Tournament of Champions format where sufficient entries permit. All teams participating will be guaranteed a minimum of three games in the tournament format. Categories above that are to continue on to the Provincial Championship will be required to play a complete round-robin series against all teams entered in the play-offs to determine a winner.

Add: That AA and A minor teams be grouped in one category for NOHA Tournament of Champions.

        Example Minor Atom, Minor Peewee, Minor Bantam, Minor Midget.

R.9.16. All host sites and teams participating in the NOHA Play-offs will be held to the dates set by the NOHA Board of Directors or forfeit the games.

R.9.17. The Tournament of Champions in all categories will be held in the month of March. The schedule will be Novice & Peewee on the first weekend, Atom & Bantam on the second weekend and Midget on the fourth weekend.

Requests to host will be received by the Executive Director until June 15th. The total number of entries eligible to attend will be confirmed by December 31st of the current season.

Note: Clubs/Associations that have not participated in the previous season's play-offs may not be eligible to apply to host unless no other requests are received. Associations are only eligible to apply for the category they are carded regardless of what category they played last year.

R.9.18. Registration fees for NOHA play-offs are to be determined by the following method:

A minimum of six (6) carded tournaments, whose entry fee is added together and then divided by 6. The Tournaments used for the averages must be held in the area bounded by the NOHA.

R.9.19. In Midget "AAA" hockey, a play-off schedule will be set by the Great North Midget League with the approval of the NOHA Board of Directors, prior to the start of the season, to determine the NOHA Champion.

In Bantam "AAA" hockey, a play-off schedule will be set by the Northern Ontario AAA Bantam Hockey League with the approval of the NOHA Board of Directors, prior to the start of the season, to determine the NOHA Champion.

In Peewee "AAA" hockey, a play-off schedule will be set by the Northern Ontario "AAA" Peewee Hockey League with the approval of the NOHA Board of Directors, prior to the start of the season, to determine the NOHA Champion.

R.9.20. Scheduling of NOHA Play-offs may not be done until the participant teams are properly seeded by the host committee and approved by the NOHA. Through scheduling, every effort must be made to allow each team the chance to compete against teams from other leagues while attending the TOC.

R.9.21. In NOHA Tournament of Champions competition, all teams must register with the Tournament host prior to their first game, with their approved HCR roster for players that will be used during the tournament. (List not to exceed 19 including affiliates).

R.9.22. In Juvenile hockey, the NOHA Executive Board shall arrange the schedule of play-offs to determine an NOHA Champion for the various categories.

NOTE: Teams in an NOHA league shall have preference in first and odd games against teams not in a league, unless prior approval has been granted from the Executive for different arrangements.

R.9.23. In Junior hockey, the play-off format shall be set by the NOJHA and approved by the NOHA Board of Directors prior to the start of the playing season.

NOTE: Teams finishing in a higher position in the regular season play shall have preference in first and odd games against teams finishing in a lower standing unless prior approval has been granted from the Commissioner of the NOJHA and approved by the NOHA.

NOTE: Teams in NOHA leagues shall have preference in first and odd games against teams not in leagues, unless prior approval has been granted from the Executive, for different arrangements.

R.9.24. Where any home series is determined in an odd number of games, the team playing the most home games shall split the gate receipts of such an odd game, with the visiting team. After deducting the NOHA game percentage, Government taxes, Game Officials, and Arena Contracts, the balance of the new gate shall be divided equally between the clubs. A copy of the arena box office statement shall accompany the remittance to the visiting team.

NOTE: If such a series is a group play-off, no mileage shall be paid, if the series is an inter-group play-off, an allowance for travel shall be paid to the travelling club, the amount to be agreed upon before the series starts.

R.9.25. If the clubs' share of the gate receipts is not sufficient to pay the travel allowance and other deductions in connection with the game, such receipts shall be applied thereto and any deficit paid equally by the competing clubs.

R.9.26. Play-off times (length of periods) are set as follows:

Senior - three periods of 20 minutes, stop time

Junior - three periods of 20 minutes - stop time

Juvenile - three periods of 20 minutes, stop time

Midget AAA only - three periods of 20 minutes, stop time

Midget AA-D - three periods of 15 minutes, stop time

Bantam - three periods of 15 minutes, stop time

Peewee - three periods of 14 minutes, stop time

Atom - three periods of 13 minutes, stop time

Novice - three periods of 10 minutes, stop time

Overtime in accordance with R.9.13 for tied games, otherwise, both teams to mutually agree at the start of any game or series.

R.9.27. That no NOHA team may apply to host an Ontario Hockey Federation Play-down Tournament unless said team has attended the NOHA Play-downs each of the three previous years, in the category they are applying to host.

R.9.28. During the Tournament of Champions, points will be awarded ad follows:

- 2 points for a win

- 1 point for a tie

- 0 points for a loss

Any changes to the Tournament of Champions' rules must be presented at the NOHA Annual General Meeting.

R.9.29. Teams who apply for a change of category for the Tournament of Champions may be moved to a category other than the one requested at the discretion of the NOHA Board.

R.9.30. Host Committees must guarantee that there are sufficient accommodations available for out of town teams attending the Tournament of Champions.
