REGULATION NUMBER ONE COMPETITIONR.1.1. The NOHA shall have divisions, sub-divisions, and categories classified from high to low in the following order: Senior A Junior A and B Juvenile AAA, AA, A, B, C, and D Juvenile to Novice BB, CC, if applicable Midget AAA, AA, A, B, C, and D Bantam AAA, AA, A, B, C, and D Peewee AAA, AA, A, B, C, and D Atom AA, A, B, C, and D Novice AA, A, B, C, and D That a local Association, club or single entry team be allowed to enter a second team into a category of a lower classification than guided by that municipality's population, with the approval of the NOHA Executive. R.1.2. The NOHA, through its Board of Directors, reserves to itself the right of placing teams in whatever series (divisions, sub-divisions, and categories) and groups or leagues it may deem best for the interest of the NOHA. Teams wishing to enter a division, sub-division, or category which leads to a National Championship must (if one exists) receive approval from both the League and the NOHA before being accepted into their requested division, sub-division or category. A team entered into a specific category within a division or sub-division, may request to change its category prior to December 1st, of the current season. Teams may not challenge up to the "AAA" level. NOTE: Please see NOHA Policies - Criteria for Change of Category for NOHA Tournament of Champions (page 168) R.1.3. All AAA teams entered into the NOHA must play in their own local league, in the same division as they entered, in order to qualify for all NOHA championships (see Reg. 9). A complete schedule of each league must be sent to the Executive Director of the NOHA before the start of any playing season. R.1.4. Minor Hockey teams in each age division will be classified into "AAA", "AA", "A", "B", "C", "D", categories by the Northern Ontario Hockey Association Board of Directors. After considering all factors, teams are classified as to calibre with other conditions involved including ice conditions, minor hockey organizations and population. Population figures for each series used as thumb rule only, are approximately as follows: "AAA" - open; "AA" - over 35,000; "A" - 10,000-35,000; "B" - 5,000-10,000; "C" - 3,000-5,000; "D" - under 3,000 NOTE: The NOHA will only accept entries into the AAA category beginning at the PeeWee level. R.1.5. It is provided that if three or more "AAA" or "AA" major or minor teams in a single division are active in a centre, then a "BB" category can be registered for that centre also in the same division. In addition, provided a league of three or more "BB" teams are active in a centre in the same division then a "CC" category can be registered for that centre also in the same division. R.1.6. Any team using players from another community other than its own, shall add that centre's population to its own, or unless the released players are properly cleared and accepted by the NOHA Board of Directors, which will rule on the player and the town's classification, as it may deem to be in the best interest of the NOHA. R.1.7. The standing in the group shall be decided on the point system, two points for a win and one point to each team for a tie game. In the event of a tie for any position at the conclusion of the schedule, the team having the greater number of wins will be given the preference. If wins and losses are the same, preference should then be determined by dividing the total number of goals for and against into the total number of goals for, thus deciding the highest goal average. A four-point game shall count as two games. If still tied, then the team which scored the first goal in the game between the two teams takes the higher position. If still tied, then the team which received the least minutes in penalties throughout the series will take the higher position. However, with unanimous consent of all the teams in a group, other means may be established for breaking the tie for any position in the group standing. Such other means must be established at the start of the season and filed with the Executive Director. R.1.8. All teams or groups within the NOHA must play overtime when necessary. However, with the unanimous consent of the group members obtained at the group schedule meeting prior to the opening of the season, application may be made to the NOHA Board of Directors for permission to make other overtime arrangements for the group's scheduled games and group play-offs. (See Item R.9.26.) R.1.9. All teams within the NOHA shall be allowed one 30 second time out, anytime during the game. R.1.10. The registered team official who signs the referee's report, on behalf of the team, shall be deemed to be the responsible official in charge of the team during the time it is in the area for the purpose of playing an NOHA game. R.1.11. Appearance of a registered player's name on the official game report of a game shall be considered participation in the game, except in the case of 1 substitute goalkeeper, in which case actual participation only shall be considered as taking part in the game, and such participation shall be specially noted on the report. R.1.12. A club defaulting any match in the series shall be suspended from further competition in the series, all scheduled matches played by such clubs shall be counted as played, and all unplayed matches shall count as wins to the team scheduled against the club defaulting. Any club intending to default a match, on its own ice or its opponents' ice, must send to the secretary of the opposing club, and also to the Executive Director of the NOHA at least three days' clear notices, exclusive of the day which the match was to have been played. Provided three days' notice of default is given, in its discretion the Board of Directors may relieve the defaulting club from being debarred from further competition, upon such terms and conditions as the Board of Directors may decide. R.1.13. The home team or club shall be responsible for the proper conduct of the game and shall provide sufficient police protection to ensure that no one shall molest the players or game officials. R.1.14. All Juvenile teams other than AAA, will be permitted the use of up to five 20 year olds for any one season. R.1.15. Players of a team disbanding during the course of a season and who have not played since December 31st, may be permitted to play with other teams within the NOHA in such a manner as may be decided by the Board of Directors. No such player shall be registered after February 10th. Provided, however, that any player of the disbanded team transferred to such a team from another branch during the current season, shall be automatically entitled to return to that Branch if he/she so desires, and the branch executive shall grant his her retransfer upon request. R.1.16. In Senior competition, all teams must ice a minimum of 15 players per game, at least two of whom must be goalkeepers. R.1.17. In Junior competition, all teams must ice a minimum of 12 players per game. Teams guilty of icing less than the minimum number of players in any game shall be fined $100.00 for the first offence, and liable for further action from the President. For a second or subsequent offence, the fine shall be $200.00 with possible further action from the President. R.1.18. Regulations regarding rink requirements, the composition of the team, equipment and rules of play shall be as provided in the official rule book as issued by the HC provided, however, that the older rinks within the NOHA shall meet the minimum requirements of an ice surface. R.1.19. No team or player shall be permitted to play exhibition games without the permission of their NOHA Council Director. Permission must be obtained 24 hours in advance of the schedule game time. R.1.20. The Hockey Trainers Certification Program (HTCP) Level One, must be achieved by at least one carded official of each team in the NOHA and anyone who signs as a Trainer must have at least Level One of the HTCP. R.1.21. The Hockey Canada CBET NCCP Development 1 or higher clinic must be completed by all persons who wish to be carded Coaches within the NOHA. Each team must have at least one carded coach. Equivalency will be considered on an individual basis by the NOHA Coaching Committee. Coaches certified prior to August 2004 must have successfully completed the Hockey Canada Coaches Program Coach Level or higher. R.1.22. The Hockey Trainers Certification Program (HTCP) Level One, must be achieved by at least one Team Official on each NOHA insured House League Team and anyone who registers as the Trainer for this team. R.1.23. The Hockey Canada Initiation Program Instructors Clinic must be completed by all on-ice personnel involved with teams in the divisions of Novice House League and below. R.1.24. The Hockey Canada CBET NCCP Development 1 or higher clinic must be completed by all Coaches, Atom and above, who are registered on NOHA insured House League teams. Each team must have at least one certified Coach on their team. Coaches certified prior to August 2004 must have successfully completed the Hockey Canada Coaches Program Coach Level or higher. R.1.25. The Hockey Canada Speak Out (Harassment & Abuse) Clinic must be completed by all Coaches, Assistant Coaches, Trainers and Managers who are registered with the NOHA (both rep and house league). Checking Clinic shall be required of all coaches at the Peewee level. R. 1.26 A. All teams (excepting NOJHL Junior A) registered in the HCR within the NOHA shall be required to wear or have embossed on the back of their jerseys a standard STOP patch directly above the numbers and below the sponsor/name bar. B. A team's failure to comply shall be reported to the President. R. 1.27 Each player registering with the NOHA shall be required to wear an intra-oral mouthguard during all on-ice activities that conforms to the specifications set out by the NOHA and is approved as suitable for the use by the team's trainer. Specifications: Be of any colour, not be clear or translucent in colour; be of one-piece (1) construction; be easily sized by the participant or the participant's parents; be of an even thickness from the front to the back of the device; engage the biting surface of all the teeth of the upper jaw and the lower jaw; maintain alignment of the upper and lower jaw in a neutral position; be able to be attached externally to the face mask or shield, or be form fitted or custom fitted to the teeth, in the case of non-contact play will provide not less than one (1) millimeter of shock absorbent thickness between the teeth of the upper and lower jaw of a player, and in the case of contact play will provide not less than two (2) millimeters of shock absorbent thickness between the teeth of the upper and lower jaw of a player.
