REGULATION NUMBER THIRTEEN

MINOR TOURNAMENT REGULATIONS

NOTE: PLEASE READ CAREFULLY

R.13.1.All tournament permits and letters of permission are granted with the understanding that they are not to interfere with NOHA play-offs and league play-offs.  This will be strictly enforced by the Council Directors.

NOTE: That the NOHA direct all Minor Hockey Tournament schedules start after school times on Fridays when possible with the exception of the NOHA Play-offs.

CRITERIA - On a number of occasions, tournaments have been scheduled to start at Noon or after when school is in session. These tournaments do not run late at night with last games starting at 7:00 p.m. Even the Saturday night's games start at 7:00 p.m. for the last game of the day. Due to economic pressures, lost school time and loss of work by parents and coaches, it is felt that tournament organizers could value the time of the participants, coaches and parents when scheduling tournaments. On many occasions, games could be scheduled the night before or later in the day.

R.13.2. NOHA teams must not take part in any tournament unless such tournament has a sanction permit from the NOHA, OHF or HC and the team has permission from the NOHA.  Teams shall not enter to participate in concurrent tournaments.

NOTE: A tournament is considered to be: where a number of NOHA registered or affiliated teams are playing in a series of games in different divisions or categories, including any jamboree or exhibition series of games.

R.13.3. Teams (house league and representative) wishing to participate in tournaments, must apply in writing for a LETTER OF PERMISSION to the NOHA Executive Director and enclose the following fees:

Tournament within the NOHA - $10.00

Tournament outside the NOHA - $10.00

Changes in these rates are only valid when passed at an Annual Meeting.

 Letter of Permission requests must be submitted to the NOHA office two (2) weeks prior to the tournament (original request with payment).  Letter of Permission requests received after this may be subject to an additional charge of $25.00.

R.13.4. NOHA TEAMS, PLAYERS, COACHES, MANAGERS, OR TRAINERS TAKING PART IN UNSANCTIONED TOURNAMENTS WITHOUT PERMISSION WILL BE SUBJECT TO DISCIPLINARY ACTION.

R.13.5. A tournament sanction permit will be issued only to the Minor Hockey organization which is the recognized governing body in a centre and which is affiliated with the NOHA.  The sanction fees, a copy of the tournament rules, and a copy of the invitation must accompany your application into the NOHA office 60 days prior to the tournament.  A copy of the proposed tournament schedule must be forwarded to the NOHA office and the NOHA Council Director ten (10) days prior to the start of the tournament.  All tournaments (house league and rep) are required to submit a tournament reconciliation to the NOHA office thirty (30) days after the completion of the tournament.  Tournament hosts must also submit all game sheets, tournament permits, final game schedule and HCR approved rosters to the NOHA office with their reconciliation.  All tournaments are required to check the HCR approved rosters of each team participating to verify their eligibility.  Failure to comply with this regulation will result in a fine of $100.00 and may result in refusal of future tournament sanction permits.

R.13.6. Sanctioned Tournament fees payable to the NOHA office with application are as follows:

    NOHA fee (house league & representative)................................$25.00 per sanction

    Fees payable following tournament with financial reconciliation are as follows:

    Inter-Branch tournaments....................................................$50.00 sanction fee

                                                        plus.....................................$10.00 per team fee

 

    International tournaments....................................................$100.00 sanction fee

                                                        plus................$50.00 per team from outside Canada

                                                        plus................$10.00 per team from outside host branch

NOTE: Host branch refers to the OHF which includes its divisions: GTHL, OMHA, Alliance, and NOHA

R.13.7.  For all International Tournaments and Inter-Branch Tournaments involving four or more HC Branches refer to HC Regulations.

R.13.8. Players who have played in more than five (5) games of Junior or higher classification after January 10th in the current season, will not be eligible to participate in any NOHA tournament.

R.13.9. A sanction permit may be withdrawn from any tournament that accept entries from a team, or players, that are under suspension or are not approved by the NOHA. Once the sanction permit is withdrawn, all NOHA teams or affiliated teams will not be allowed to play in this unsanctioned tournament.

R.13.10. When teams or players are required to play three (3) tournament games in one day, there shall be a minimum of four (4) hours between the finish of one game and the start of the next game. This is no matter whether straight or stop time periods are in effect.

R.13.11. No entry shall be accepted from any team of any Member Partner of the OHF (OMHA, GTHL, MHAO, OWHA), another HC Branch, IIHF, or USA Hockey without the written permission of the President or Secretary of that organization.  This written permission must be presented upon registration at the tournament for inspection by the NOHA Board Member or Tournament Committee member and mailed to the NOHA office after the completion of the tournament. 

NOTE:  The above must be strictly enforced.

R.13.12. A copy of Tournament Rules and Regulations and schedule for a specific Tournament shall be given in writing by the host to all teams participating in a said Tournament before any team commences play.

R.13.13.It is understood that no cash prizes or cash awards be given to any team or individual player in any sanctioned NOHA Minor Tournaments.

R.13.14. "One Day Fun Competitions" may be organized under the following criteria:

  • All participating teams shall obtain written approval to attend from their respective Council Directors.  This approval will be forwarded to the NOHA Office.
  •   The Host Association is responsible for submitting payment of $10.00 per participating team to the NOHA office ten (10) days prior to the start of the Fun Day. 
  • One Letter of Permission shall be issued by the NOHA Office upon receipt of the fee and Council Directors' approval.
  •  The Council Director representing the Host Association shall approve the Schedule of Games prior to distribution.
  •  No team shall play more then three (3) games.
  •  Two (2) Divisions shall be the maximum permitted.
  • Six (6) teams per division shall be the maximum permitted.
  •  No winner shall be declared.
  •  All games shall be considered as Exhibition Games.
  • NOHA approved officials shall referee all games (as per Regulation 10). 
  • All game sheets to be submitted to the NOHA Office.
  • No team shall attend more than two (2), "One Day Fun Competitions" in a season.

R.13.15. All games in a sanctioned tournament shall be refereed by officials registered with the NOHA.

R.13.16. Any permit sanctioning a tournament by the NOHA may be withdrawn if it is found that Hockey Canada, OHF or NOHA regulations pertaining to such tournaments are not followed.

R.13.17. Subsequent permits may not be issued to any tournament host (association) who has been found to have conducted a sanctioned tournament which has not conformed to those Hockey Canada, OHF or NOHA regulations which apply. 

R.13.18. Every player and staff member competing in any sanctioned tournament must be registered with that team on an approved HCR roster for inspection at all tournaments

R.13.19. Where an indefinite suspension has been imposed, a copy of the officials Game Report with all necessary supporting evidence and any recommendation regarding the suspension, shall be forwarded to the NOHA.

R.13.20. Disciplinary action, if any, shall be communicated to the NOHA and Association that is responsible for the team involved.

R.13.21. All sanctioned tournaments will be played only under official Hockey Canada playing rules.  Should there be any variance from such rules, such variances shall be submitted at the time of application for a sanction permit.
